The broker asks for three months of statements, and every direct debit on them is about to be counted against you.

Short answer: UK lenders do not publish a debt-to-income cap. They look at loan-to-income, typically up to four and a half times your annual income, and at your outgoings, including credit cards, loans and credit agreements. Each lender uses its own affordability rules, so the same debts can cut one offer more than another. Pay down cards and loans before applying, and get free advice from StepChange on 0800 138 1111 if debt is the problem.

Based on MoneyHelper, MoneyHelper on refusals, the FCA, the Bank of England PRA and StepChange. For every UK debt route see the UK debt help hub. US readers want US mortgage DTI limits, which work differently.

What lenders actually count

Income: basic pay, pension or investment income, child maintenance and other earnings such as overtime, bonuses, a second job or freelance work. Outgoings: credit cards, child maintenance, loans or credit agreements such as a car lease, utility and phone bills, council tax and property charges. Lenders also estimate regular spending and may check it against your bank statements (MoneyHelper).

Money to the Masses reported in May 2025 that several lenders eased their stress tests after an FCA warning, and that changes were not mandatory and often came with conditions (Money to the Masses).

Where the 4.5 comes from

The FCA describes a Bank of England Financial Policy Committee limit from 2014: mortgages at 4.5 times income or more are capped at 15% of a lender’s new residential lending, for lenders doing more than £100 million a year. Its page was last updated in February 2023 (FCA). The PRA announced a review in July 2025 and offered lenders an interim way to disapply the limit until 30 June 2026 (PRA). It may have changed since, so ask a broker for the current position.

Our own illustration, not a quote: on a £50,000 income, 4.5 times is £225,000. If you also pay £400 a month on a car deal and cards, that is £4,800 a year, or 9.6% of your gross pay, which a lender sees as money you cannot put towards the mortgage.

What to do before you apply

  • Check your credit file and fix errors. MoneyHelper says missed payments could lead to refusal (MoneyHelper).
  • Avoid new credit for at least a year before applying (MoneyHelper).
  • Cut the minimum payments you can. See the minimum payment trap calculator for the cost of leaving cards.
  • Do not reapply straight after a refusal. Ask for a smaller mortgage or try other lenders (MoneyHelper).

Questions people ask at 2am

Is there a UK debt-to-income limit for a mortgage?

Not a published one like the US has. MoneyHelper says lenders look at loan-to-income, typically capped at four and a half times your annual income, and at your outgoings, including credit cards, loans and credit agreements (MoneyHelper). How much your debts cut the offer depends on the lender.

Did the affordability rules get scrapped?

The Bank of England’s mortgage stress test Recommendation was withdrawn from 1 August 2022 (FCA). MoneyHelper says formal affordability assessments were scrapped in 2022 but lenders still apply their own rules (MoneyHelper).

What is the 4.5 times income rule?

It is a limit on how much of a lender’s new lending can be at 4.5 times income or more: 15% of new residential mortgages, for lenders doing more than £100 million a year (FCA). The PRA announced a review and an interim option for lenders in July 2025 (PRA). Check what applies now.

Will credit card and loan debt stop me getting a mortgage?

It can. MoneyHelper lists a large amount of existing debt, a poor credit file and affordability as common reasons for refusal (MoneyHelper). Lower your commitments first and check your credit file for free.

Can I get a mortgage while on a debt management plan?

It is harder. StepChange says new mortgages are hard to get without a property, and a remortgage depends on how much negative information is on your file, your equity and your income (StepChange). Read how a DMP works.

Should I apply again straight after a refusal?

No. MoneyHelper says each application may show on your credit file and several in a short time can hurt your score. Soft-search eligibility checks do not affect the file (MoneyHelper). Try a smaller loan or other lenders.
